The entire supply chain has to be in order to produce hybrids and electric vehicles, just as the funding for research must be in place, along with buyers lining up to buy them once they are produced, so it's just not as simple as demanding that companies spend more on research and development. Luckily, however most are already. Ford, GM, Tesla, Volvo, Toyota, Honda, Hyundai, Daimler, Chrysler are all working on these things, have been for years.

Spend More on R and D for Hybrid Cars
Should auto makers be spending more money on research and development? Recently, I was asked this question. Well, if we are asking should car manufacturers be mandated to spend more on research, well, I'd say no, they should be doing what's in the best interest of their shareholders, and that means delivering products to their customers which are desired at price points they are willing to pay. If the consumers are demanding hybrid or electric cars, then they should be making more of them, but only if they can do this and still retain a profit.
